Hmmmm . . . Did you you politely and respectfully follow up with property governmental agency/department? Did you ask them to provide you with information confirming when the "original bill" was sent? Did you verify that they had the proper address on file and the original bill was mailed to that address? Did you confirm the date of such mailing?
Do you have any information supporting the fact that the agency/dept. did NOT mail the original bill to your address on the day in question?
Separate from all that . . . Have you ever paid an auto excise tax in the past? If yes, how often is the tax accessed? Is it your position that you have no affirmative obligation to ascertain amounts owed and time of payment? If so, why? If not, then what steps did you take in respect to your obligation.
Let this be a lesson. In the future, be proactive and responsible about your financial obligations. Ascertain whether you have such responsibility, what the responsibility is, and how best to discharge it timely.
